The Ministry of Ecology and Environment has issued the Implementation Opinions on Accelerating the Establishment of a Modern Ecological Environment Monitoring System (hereinafter referred to as the "Opinions"). The person in charge of the Ecological Environment Monitoring Department stated that ecological environment monitoring is the foundation of ecological environment protection and an important support for ecological civilization construction.
Data shows that 1946 national surface water quality automatic monitoring stations have been established nationwide, a national atmospheric particulate matter composition and photochemical monitoring network has been established, 38880 national soil environment monitoring points have been set up, and a round of monitoring has been completed.
The establishment of a modern monitoring system is a gradual process, and the Opinion clarifies the "two-step" goal: the first step is to concentrate efforts to promote the construction of a modern monitoring system and make significant progress in the next five years. The "four major projects" will be implemented, including the construction of an integrated monitoring network for the sky, land, and sea, the innovation of monitoring technology, the enhancement of grassroots capacity, and the training of monitoring talents, to accelerate the digital transformation of ecological environment monitoring and enhance the overall ability of ecological environment monitoring. Secondly, in about five years, by 2035, a modern ecological environment monitoring system will be basically established, and the comprehensive strength of ecological environment monitoring will reach the world's advanced level.
In terms of digitalization of technical equipment, the main tasks include improving the monitoring technology system, breaking through a batch of key technology applications, accelerating the standardization process of new technologies, and enhancing the level of equipment autonomy. Emphasis is placed on using digitalization transformation as the engine, promoting innovation in ecological environment intelligent monitoring, and building a new generation of monitoring technology equipment system that meets the requirements of new quality productivity.
In terms of high-quality data, the main tasks include improving the quality management system, enhancing the level of quality control technology, cracking down on data fraud, and guiding the orderly development of the market. Emphasis should be placed on strengthening technical prevention and big data penetration supervision, and unauthorized modification of sampling probes, monitoring equipment, and instrument parameters is strictly prohibited. Carry out a special inspection on human interference behavior at national control stations, safeguard the "pure land" of the national network, and ensure the authenticity, accuracy, and completeness of monitoring data.


Manufacturers of relevant monitoring equipment should promote the intelligent transformation and upgrading of monitoring equipment as soon as possible Experts say that according to the above opinions, the country will implement the intelligent transformation of national air and surface water automatic monitoring in batches, with the ability to automatically review data effectiveness, intelligently identify personnel operation norms, leave traces of data tampering alarms, and enable human-machine interaction for risk warning. National and provincial ecological and environmental departments shall establish monitoring data resource platforms, improve the relevant systems for sharing ecological and environmental monitoring data, and enhance the sharing and exchange capabilities of monitoring data between countries, regional river basins, provinces and cities through diversified methods such as public release, system queries, and data interfaces.
The Ministry of Ecology and Environment stated that it will increase policy support, guide and support enterprises to strengthen independent research and development of high-tech monitoring instruments, and promote their application in ecological environment quality monitoring, law enforcement monitoring, and emergency monitoring. Establish a new monitoring technology and equipment tracking and evaluation mechanism, and collaborate with universities, research institutes, and backbone enterprises to jointly build monitoring equipment research and application innovation bases. Promote the establishment, development, launch, and application of ecological environment monitoring related satellites, and accelerate the formation of comprehensive, high-precision, and short-term remote sensing monitoring capabilities.
